The key policies and programs in this program should include the following:

Public Broadband

Build a public broadband system providing free internet to all and public 'cloud' systems that allow individuals, government, and organizations to construct public alternatives to near-monopolies like Amazon Web Services and Facebook.

Universal internet is necessary for equal educational opportunity and access to information as well as implementation of a smart grid for the efficient use of renewable energy sources.

The public broadband system should be governed from the bottom up by a decentralized federation of elected local/regional broadband utility boards that in turn elect state and federal boards for state and federal coordination.
